ABOUT

Mr. Loper is an energy efficiency expert with almost 3 decades of experience, including program/project management, energy analysis, consulting, training, advocacy, and policy and program development. He possesses extensive knowledge of the energy efficiency industry, organizations, issues and data and has authored numerous reports on a variety of energy efficiency related topics. He is well-versed in the policies, politics, and analytical issues related to greenhouse gases and other energy-related costs. Since 2010, Mr. Loper has managed the Maryland Public Service Commission’s oversight of the statewide evaluation of the energy efficiency programs of the five largest Maryland utilities. In this capacity, he advises Staff and the Commission on impact evaluation and cost effectiveness analysis policies and practices and presents impact evaluation results and key findings in Commission hearings. He has conducted the Maryland cost effectiveness analysis, manages the verification of utility impact estimates, coordinates stakeholder semiannual evaluation meetings and strategic guidance, and participates in annual revisions of the Mid-Atlantic Technical Resource Manual.

SELECTED ACCOMPLISHMENTS


  • Expert knowledge and practical experience with energy efficiency cost-effectiveness analysis and related issues. Coordinates cost-effectiveness policy development for EmPOWER Maryland programs and conducted analyses for initial three-year program cycle. Led development of non-energy benefits estimates used in EmPOWER analyses.


  • Strong analytical skills. Demonstrated ability to quickly develop expertise and contribute to thinking and literature related to a diversity of challenging topics, including (for example): state and local energy taxation, federal energy management policies, energy performance benchmarking, energy efficiency financing, and climate policies.


  • Expert knowledge and experience with federal, state and local energy efficiency and climate-related policies. Led policy and research team for national energy efficiency advocacy organization engaged on a variety of federal energy and climate legislation, executive orders and implementation guidance. Participated in numerous high-level negotiations related to energy and climate policies. Crafted and negotiated provisions in bills and Executive Orders. Testified/presented before U.S. Senate Energy Resources and Joint Economic Committees, the United Nations, the National Association of Regulatory Utility Commissions, Maryland Public Service Commission, and in numerous other venues on a variety of energy and climate related topics.
